Beyond the miracle of the desert, Abu Dhabi has now emerged as the locus for questioning where and how digital civilization is being architected. The innovative current to redesign humanity’s financial systems from the ground up transcends the specific achievements of a particular technology or enterprise; rather, it converges into a fundamental inquiry into how a nation-state embraces uncertainty and transmutes it into institutional and market structures. The Web3 Leaders Roundtable, convened at the Abu Dhabi Finance Week (ADFW) 2025, served as a defining platform demonstrating that these inquiries are no longer abstract discourses, but are being deliberated through the pragmatism of policy and capital.
Institutions managing trillions of dollars in capital and steering global regulations—including BlackRock, Circle, Tether, and the European Commission—converged to deliberate on the prerequisites of the upcoming ‘Machine Economy’ and ‘Autonomous Finance.’ A novel financial architecture where AI agents operate as autonomous economic actors, blockchain serves as the global infrastructure transmitting trust, and legacy financial capital moves seamlessly atop this layer began to be articulated through the concrete language of structural design. This was not a mere technological discourse, but a critical interrogation into the structural evolution of future capital markets and financial systems.
The deliberations were anchored upon two pivotal pillars: first, the structural and institutional implications when AI and blockchain function as the next-generation digital infrastructure; and second, the emergence of institutional-grade on-chain products alongside the subsequent restructuring of market frameworks.
By synthesizing the deliberations derived from the roundtable, this report delineates the core policy questions that require rigorous evaluation at the intersection of AI and on-chain finance.
